SIOUX FALLS, S.D. (KELO) — A day after his bill to increase governmental transparency in South Dakota was killed in the Senate State Affairs Committee, Republican Senator Michael Rohl found the support he needed to revive the bill.
Senate committee kills government transparency bill
During the Senate session on Thursday, January 23, Rohl brought a motion that the Senate State Affairs Committee be instructed to deliver SB9 to the floor via Joint Rule 7-7.
Joint Rule 7-7 — Aka the “Smoke-out” — is a rule by which the Senate or House can order a committee to deliver a bill to the floor for consideration as long as no more than three legislative day have passed since the bill had been killed or tabled by a committee.
In order for the smoke-out to succeed, the person who initiated it would need 1/3 or more of the members of the body to support the motion.
It appears based on the day’s Senate video feed that Rohl had the support of 19 other senators, making a total of 20 out of the total 35-member Senate, easily surpassing the 1/3 threshold.
The Senate State Affairs Committee will now have no more than three legislative days to deliver the bill to the Senate floor where it can be scheduled for a vote.
